Case Detail

RFID Personnel Control and Automated Roll Call Project at a Correctional Facility

The use of 2.4G active RFID positioning technology, combined with regional base stations, personnel locator cards, video surveillance and a people control platform, achieves regional positioning, activity monitoring, automatic roll-calls, track queries and unusual alarms.

Client Background

The clients are a prison administration, with a prison cell, a mobile area, a labour area, a medical area, a meeting area and other areas of supervision. The number of personnel is high, and the daily activities and regional management requirements are strict.

Traditional management relies on manual inspections, site count and video surveillance, requiring a regular check of the number of personnel and their area, which is a heavy workload and makes it difficult to detect a transboundary, long-stay or unusual concentration in time.

Project Challenges

It's hard to locate people in real time.

The distribution of personnel in different cells and areas of activity makes it difficult to obtain full real-time positions on manual patrols and video-based access alone.

The workload of manual roll calls is high

Multiple counts per day take longer, and are prone to leakages, repeated confirmations and delays in reporting results.

Untimely detection of unusual activity

Traditional methods are difficult to detect and address in a timely manner when entering unauthorized areas, long periods of detention or unusual concentrations.

Positioning and video information are independent of each other

Positioning, alarm and video surveillance are not linked and the anomaly requires manual tracking of the corresponding images.

Solutions

The project uses the overall programme 2.4G People Positioning Card + Positioning Base Station + Video Monitor + People Control Platform. The system is designed to provide a single location card for each management audience and to deploy base stations in cells, corridors and priority areas, identifying in real time the area of the person and the state of activity.

The Platform automatically counts the number of people in each region and supports the use of smart names by region, region and personnel range to generate an unusual list of arrival, absence, offline and location.

The border crossing, departure, prolonged detention and unusual accumulation are identified and the alarm is triggered by regional access and electronic fencing; the warning link corresponds to a regional camera, which maintains a single record of location, naming, trajectory, alarm and disposal.

Key Functions

Personnel files and location card management

Maintenance staff number, cell block, type and status, complete the issuance, binding, replacement, loss and decommissioning of the positioning card.

Real-time location of personnel areas

The distribution of personnel is displayed through the 2.4G base station to identify persons in the cell, corridor or area of activity.

Access and track queries

Recording of time to enter and leave the regions and supporting historical trajectories by person, region and time.

Smart Call-Assisting Management

Automatically generate an unusual list of arrival, non-attendance, offline and location by section, area or personnel range.

Area clearance and electronic fence

Configure areas of permitted activity, automatically identifying areas that cross borders, leave, stay and enter restricted areas.

Unusual alarm and disposal

The alert is triggered and the disposal process is documented for cross-border, positioning card offline, prolonged detention and abnormal concentrations.

Video-monitored connection

Automatically linked to the area-specific cameras after the alarm, helping managers to quickly view the live footage.

Data statistics and management board

Shows the total number of personnel, the number of regional personnel, the status online, the results of the roll call and alerts and generates the report.

Results

Real-time access to the number, list and online status of personnel in the regions
Automatically aggregate location data to improve the efficiency of daily roll-calls
The electronic fence was timely in detecting cross-border, departure and access to restricted areas
Automatic alarm and video-linking, increasing response speed.
Automatically save changes in personnel areas and trace the trajectory
Automatic positioning, naming and abnormal recognition, reducing patrol pressure
Rapid Incident Statistics Officer to improve emergency response inventory capacity
Archives, positioning, roll-calling, alarms and integrated video management

How can real-time control capacity be enhanced by the difficulty of mastery of personnel areas, high pressure on artificial naming?

Through the positioning of the 2.4G active RFID area, the connection smart call, electronic fence, track search and video surveillance allows for a clearer, more timely and more efficient emergency response.
